Cơ chế chuyển quyền phát triển (TDR) từ lâu đã được nhiều quốc gia áp dụng như một công cụ quy hoạch đô thị sáng tạo, giúp cân bằng giữa bảo tồn và phát triển; đồng thời, huy động nguồn lực xã hội cho các mục tiêu công. Trên cơ sở phân tích kinh nghiệm triển khai TDR tại một số quốc gia tiêu biểu, như: Hoa Kỳ, Ấn Độ và Nhật Bản, bài viết đưa ra một số gợi mở cho Việt Nam trong việc ghi nhận cơ chế này.
